One young man went for an IAS Interview.
“When did India get independence?” He was asked.”The efforts began a few years earlier and final result was in 1947″ He replied.”Who was responsible for our independence?”.”There were so many. Whom to mention?.If I name one it will be a injustice to another.”He replied.”Is corruption the number one enemy in our country?”.”Some research is going on the subject and I can answer with certainly only after seeing the report” He replied.
The interview board was very pleased with his original and thoughtful answers and asked him not to reveal the questions to others,since they were planning to ask the same questions. When he went out naturally others were curious to know what was asked. He politely declined, but one persistent Sardar would not leave him.
“At least tell me the answers” he pleaded, and our friend obliged. Then it was the turn of this Sardar. When he went inside, since his resume was slightly illegible, the board member asked him.”By the way, what is your date of birth?” He replied, “The effort began a few years earlier
and final result was in 1947.” Somewhat puzzled, they asked another clarification.”What is your fathers name?” He replied, “There were so many. Whom to mention”. If I name one it will be injustice to another” The interviewer was incensed. “Hey! are you mad or what?” He replied.
“Some research is going on the subject. I can answer with certainty only after seeing the report.”

Reform in Judiciary is inevitable






The way the judiciary is functioning not seems transparent. In the matter of appointment of a judge and handling of complaints of corruption and other misconduct needs a urgent reform to make judiciary more visible and effective.
In our IPC there is no effective law to deal with judicial corruption. Judges (inquiry) act 1968 in not strict enough to deal with such charges and calls for an amendment.
It is also worth to notice that fixing a judicial commission or appointing a independent judicial official might not serve the purpose.
The need of the hour is to set a body which is independent of both judiciary and government. This body will supposed to be lodge genuine charges of corruption and misconduct against judges and carry out inquiries against theses allegation.
The existing rule is that no enquiry can be carried out against a office holding judge of high court or supreme court without a written permission from CJI.
We have evidence from the past when judicial body could not shunned itself form public dissatisfaction over its conduct.  Justice Y.K. Sabharwal case tarnished the image of judiciary. He was alleged to have taken a biased decision on sealing commercial properties which mainly benefited his son.
And recent running Karnataka Chief justice Dinkaran case makes my point even stronger. In a recent meeting held in Delhi, Supreme Court advocate Mr. Prasant Bhusanhas has raised question on elevation of Justice Dinkaran to Supreme Court judge, recommended by Supreme Court collegium.
We do not have any system of rules that are supposed to be followed by the Supreme Court collegium in the matter of elevation of a judge. First judiciary should frame out  a criteria of elevation which is expected to show transparency  in the method of choosing judges.
It will be in the best interest of judiciary if they do not involve them self in selecting a judge. This will save their time and ensure fast finalization of pending cases. This job should be entrusted to a independent, professional body to select judges. This will ensure transparency in all stage of selection.

removing the board exam for 10

The decision of HRD Minister Kapil Sibbal to scrap or make the class ten exams optional did not sound good to me. I can easily remember my own board exam for 10. It was exiting more than challenging. At that time I had a dream to do better in that exam so that my own school could recognize my ability. Definitely many more students like me would have possessed same dream. But what now when board exam will be scrapped? The decision came in public domain when government came to know many suicide cases committed by student and leaving suicide notes which read that they were unable to borne the pressure of exam and had fear of not fulfilling the demand of parents. Citing that reason many of us favouring the government decision but sceptical lobby who opposed this decision are also there.
Why class 10 board exam grab attention of all irrespective of reach and poor, rural or urban? Simple reason is that, this is the first time when most of the student gets an opportunity to gauge their level of understanding against one another. We have a country of billion plus population where not a single field is easily achievable. If we want to move forward and pleased to make the difference then we must juggle against the crowd. If we see the decision in this respect then we realize that we are doing no good by scrapping the board exam but postponing the reality which we must have to face in future. Just after two year of board 10 exam we have to appear for class twelve examinations and other competitive examinations. Will the stress be lesser than exiting board 10 exams? Not at all even much more than what it was in class 10.If we apply the same suicide logic then we will come to conclusion that we must scrap the class 12 exam as well. Some of U can argue that maturity also matters in these suicide criteria. But I do not favour u because a mature person has more chance to commit suicide as against to a naive one. 
Proper Solution--- So what should be the right approach at this point? What is the wrong with the class ten examinations? Should we change the exam or our attitude? Why we are seeking to ease the board 10 exams, not the competitive exams? One important point is that pressure on the students is due to the undue importance given to this exam. Not every student write JEE or IAS exam but not a single student can escaped from board 10 exams. Why parents expect more percentage in board exams from their children? People aspire for a good school and better percentage to realize their dream of entering in a good college. And after entering in a good college we aspire for a good job. It is the career which motivates us and our parents. Should we stop students from excelling in their career? No, this is not a solution. Despite of this we must provide career councilor to guide student in and after class 10. The work of the councilor will be to meet the parents of those students who are not doing well or have an abnormal attitude about the exams .Councilor have to guide the parents that do not enforce to their children about academic excellence. And change the attitude of expectation. Second important point is that Science subject looks more lucrative and offer more opportunity than arts one (most of us think like that but in reality it is not true). So this makes an extra reason to score well in class ten exams to get the science subject (This is the criteria in most of Indian school). Scrapping the exams makes even more complicate …………..will be continued this post Suggestion welcome.....

A look on existing food subsidy systen

August report submitted by expert group headed by Suresh tendulkar former chairman of the National Statistical Commission is a not in favour of those who has planned to make India developed by 2020. This report say that four out of ten in rural areas are poor and not capable to fulfill intake calorie criteria, a significant increase from the government previous estimate. 2004-5 government estimate pegged the rural poverty only 28.5%. It creates a deep concern among policy builder that whether our previous estimate was flawed or poverty being increased in recent year in spite of NAREGA like initiative by UPA government which it claimed a successful act in recent decades. The group, appointed by planning commission, expended the criteria which define the poverty line. New criteria include the education, health and actual spending on rent and conveyance as part of an individual’s consumption basket, besides expenditure on food. Our existing definition of poverty line .In India, since
1972, poverty is being calculated in terms of calories.2100 calories for Urban and 2400 calories for rural areas are the yardsticks to measure poverty in India. Another report published in 2007 put a even more severe picture before us .This report was prepared by National Commission for Enterprises in the Unorganized Sector, headed by Arjun Sengupta, said 77% of the population subsist at just Rs 12 per person per day, much below the prevailing minimum wage, which ranges between Rs 40 to Rs 150 a day across states.
A indictment of existing food subsidy system—
This time committee report which came yesterday set up by rural development ministry and headed by N.C Sexana figure out the similar conclusion, it say that if we measure the actual poverty of the country on the basis of calorie intake then more than half of our total population will enjoy the yellow ration card. It figure out that number of poor people in country are at least double the officially declared poor in India and recommended to enlarging the category to those who entitled to take cheaper food from government.

What conclusion came from Delhi WTO talks?

Doha round was begin in 2001 to help the developing country to grow by opening trade, to help pull the world out of economic crisis and fight protectionism. The purpose of ministerial meeting of WTO was to broke the impasse and resume the Doha round talks which was broken down in Geneva due to firm determination on their point(not likely to compromise with their farmers need) by some developing countries of which India was the pivotal. Delhi meeting did not talk on any specific issues that are remain open such as a safeguard to help the former of poor country cope with a flood of imports or proposal to remove duties entirely in some industrial sector. That all issues are left to chief negotiator which will be meeting in next talk, but India was confident enough that these issues could be resolved on negotiating table if countries were willing.
Concern of Brazil and some European countries-
these countries had feared that United states wanted to unpick what has already been agreed over seven years but Delhi talk provided comfort to them as meeting decided that talk will resume on the basis of draft negotiating text issued in Dec 2008.
What India wants from Doha round talks—
Uttermost demand by the India (supported by devolving country group) is that there should be no upper limit for increasing duties; it should be left totally on the developing countries to fix it according to their market needs. Second point is that special safeguard measure should be much lower than existing 150%.
American stand-
US demand is that import duty should be increased only when it crosses the specified level which was decided in Uruguay talks and demand of new safeguard duty by devolving country should not be beyond that.

my area of interest widened

These days I m taking the ideas of Amar and Arun on much extent as they have the all time welcomed nature so I never hesitate to ask them about my doubts .When I was in home during the summer vacation I used to envisaged about plan which I would do in my third semester. All plans were based on my civil preparation’s had decided that i will give my most of the time on civil prep
rather than boring math and when I came here I saw the list of teachers allotted to teach us. I was thrilled to see that three of them are nari (women).it was really a very exciting news for me not on the basis that they are attractive (in fact two of them are) but for my own perception that women use to more liberal than men.
my perception came true 100% as I never study their subject except before the exams .I gave two quizzes related to their subject and I did well (meaning of well means average in my sense for math).
these days I m giving most of my times on news papers and discussion with Amar as he has been constant source of motivation for me since I met with him in IITB .His clarity about his views made me aware that how much remains to learn from him. Two days ago he gave me full idea of newspaper reading (esp. economics times) and I begin to work on his road map.

in my first sem among five of my teachers two were really interesting.
First S. Baskar (not Bhaskar) what kind of name it is? any way he like his name because each time whenever he used to give tutorials to us never forget to write his name on top .On beginning of the semester he left no effort to terrorized us but did not succeed .his common line I would not forget ever, "can anybody tell me how to solve this?" And his hand had to come before (generally toward Manoj , Arundhati orShirish) us.

about my teachers and classmates

It has been passed one week after creating my blog but i did not write anything about my present life how I m passing it is.
Actually it is a juxtapose of masti and disappointment. the cause of disappointment is lying in the class of Gajini(artificial name of one of the my teacher given by me) and Gargu(this is also a name of my another teacher).And I m happy here only due to my classmates(esp. Arun ,Abhisec ,Bankim,pade,vivekanand, rajeev ,pankaj etc).yesterday we were in gymkhana ground it was one of the happier moment out of the boring class lecture .Abhisec has decided to lose his weight to 80 kg ( as he has written in his blog).when first time I read it I wondered how much weight he is right now ,is it 100??.should be (the common word of abhisec ).because if it were 90 then abhisec would have aim to reduce to 70 not 80 .he use to come in my room (only two times in a week ) and asked me //he bhagne chalna hai //are u come for jogging? after that we use to take Arun and pande with us and goes to ground .one interesting thing I would like to tell u that there is two rout to visit in field from our hostel, as usual one shortcut and another one little bit long but safe (esp. for abhisec) because in short cut route we have to face a little adventure. It is a pole joining the road and ground over the artificial little river made of three meter width .the interesting part is abhisec never managed to cross it in my witness.
Simplicity and complexity are not much distinguished by their own, it is our way of viewing which make them apart as much as u wants. I can feel it because I have been accustoming of it these day. My enthu is dying in math; I am being intrigued by civil prep. Whenever I go to math study I begin to think about situations, circumstances what country is facing and wondering for solution from my own view. I know it is a good sign of devotion about my dream & in fact this is the building block for such a onerous duty (being an Ias ) which my heart say i would be caring in future .but sometimes i use to feel that being so impatient of mathematics is not a good sign of management hope this perception will keep echoing to my heart that I have to manage......
i had to manage to get a fairly good grade (9.11) in my first semester but now fear have besieged me about upcoming result which is not likely to happen as it was previously. Because mid same result are out and except algebra I could not have managed to turn things in favor of me (because I did not attempt assiduously to get so).
Let me change topic little bit .except few we all are prophet for our future (if not we should), unless destiny word does not play a significant role .so I am too pretend to being prophet for my own future.

Hi....
this writing inspire from the result of Oscar ceremony. Someone else is writing the destiny of India. Foreigner came, made a film and steals a bunch of Oscar. Happy part is only that Rahman too are part of this astonished journey. Today when i read the comment of Amithab and Aamir then i feel that how embarrassing it is for our super stars. I can understand how disappoint Amir will be right now, because his LAGAN has had all the quality to win a Oscar but it could not. Even his tzp could not make room in list of five. What can we conclude from this result? Conclusion is SLUMDOD could not have done this if it would be a Indian directed movie’s cannot understand how could they judge a slum, riot, beggar....? Whenever they saw dirty part of India they praise it not apology.Rahman won a Oscar for JAIHO...
can any foreign person would have understand the immense of lyrics of this song after dubbing it into English’s M sure it would not.
